Is there a way to stop Project from changing Actual Work
hours? I need to track the actual hours worked and it is
problematic when Project adjusts the hours entered.

Or is there a better package to track project hours?

If you tracking your project progress by entering the % Complete for each
task, and you don't want Project to enter any Actual Work hours for you,
then you should do the following:

1. Click Tools - Options
2. Select the Calculation tab
3. Deselect the option called "Updating task status updates resource
status"
4. Click OK

What is your method of tracking progress in Project Web Access?
Specifically, which of the following:

-- Percent of Work Complete (using the % Work Complete and Remaining
Work columns)
-- Actual Work Done and Work Remaining (using the Actual Work and
Remaining Work columns)
-- Hours of Work Done Per Day or Per Week (using the actual timesheet)

How often do your programmers report their progress, and how much
information do they give you during each reporting period? If you could
tell me a little more about how you folks are doing things, perhaps I can
help you with this problem. Let me know.

When you save a Baseline for your project, the original task value of 8
hours is saved in the Baseline Work field for each task. To see this value,
apply the Work table in any task view by clicking View - Table - More Tables
and selecting the Work table.

In this Table, you will see columns for Work (which can be thought of as the
Total Work for each task), Actual Work, Baseline Work, and a calculated
field called Work Variance. The Work Variance column is calculated as the
difference between Work and Actual Work. Thus, 5 - 8 = -3 hours, which
means that the task finished under budget from a Work hour perspective.
