Add Capability to Lock the Toolbars in MS Office 2003

MS office needs to add capability to :lock" the tool bars in place. Word,
Powerpoint, Excel, etc. Very Frustrasting to continually move the toolbars
back to where I want them. We can lock the XP Taskbar toolbars. Why can't we
Office 2003?

In what instances are you seeing toolbars move from the location
you placed them in to another location?
