Add GAL contact to personal address book

In Outlook 2000, I have added personal address book into my profile and
change the Keep personal addresses in box from Contacts to Personal Address
Book. When I right click on the global address list (GAL) and selected Add
to Personal Address Book, I get an error message "Some names could not be
added to the Personal Address Book. The action could not be completed."

System in Placed:
Email Server: Exchange 2003 w/sp1
Windows XP w/sp2

I know that my Contacts in Outlook has replaced the Personal Address Book.
I need it for other email clients as well.

Any help on this is appreciated.
