Add Global Address List to Users Outlook Web Access Contacts

I have users that would like to see the entire Global Address List in their
Contacts when using Outlook Web Access.
I've tried to do this via Outlook Web Access but I dont' see anyway other
than adding them one at a time. I've looked at the User Management on our
Exchange server and I don't see any simple (or complex) way to do it either.
Anyone ever done this before or can point me in the right direction?
Exchange Server 2000 on SBS 2000
IMAP Protocol
Anything else you need to know, please ask.
