rather than the Exchange "Contacts" address nook.
I'm not quite sure what he'd mean by the "default when creating a new
message", though. I'd guess that Gary probably keeps the mini-address book
pane in the "To/Cc" addressing pane of messages open, and that he'd like the
popup to display "Address Book (On My Computer)" with those local contacts
rather than "Contacts (Exchange Account Name)" with its contacts, and
without having to switch the popup. Is that right, Gary?
If that's the case, the only way to have "Address Book (On My Computer)" as
the default is if you set your default mail account, in Tools/Accounts/Mail,
to be a POP or IMAP account rather then the Exchange account. (Select the
POP or IMAP account and click "Make Default" button.) But if you do that
(and even have a POP or IMAP account available), then every new message
window will have that POP/IMAP account set as sending account, and you'd
have to switch that Account popup to the Exchange account to send from
there. That wouldn't save you anything. So unless you really do want to send
mostly from the OP or IMAP account, there's no point doing this. (Similarly
no point setting up an SMTP-only dummy POP account for this purpose, since
you can't send from it and would have to switch the account popup.)
It sounds to me as if maybe you might want to consider copying your local
contacts to the Exchange Contacts address book. (Note: NOT a GAL public
folder if your company has one of those, just your own personal exchange
Contacts book on the server). But if you don't want your private contacts to
appear there, if you are sharing or delegating your Exchange contacts, you
might not want to do that. You'll have to decide which is actually more
convenient : switching the address book popup in the message address pane,
or keeping personal contacts in your Exchange Contacts. (Or setting a POP
account as default mail account, I suppose.)

Is there any way in Entourage 11.2.3 to have my Address Book the default

I presume you mean the Apple Address Book?
Well, by using the sync services introduced with 11.2.3 you can keep Address
Book and the Entourage contact list synchronised, so changes to the one are
automatically reflected in the other.
Turn on sync services in Entourage preferences.
