How is the Address List different from contacts in the Address Book?

what do you mean by an address list?
Is it a Distribution List??
If this is a Distribution List, then you can not import/export it. You'll need to re create it after importing your exported contacts.

Are you switching users in System Preferences or are you switching
Identities in Entourage?

The Address list that I think you are referring to is also called the Most
Recently Used and Autofil list. This is not something you can export to
another Identity.
