All emails are going to my junk email box

Confused

I have Outlook 2007 with Vista OS. All of my emails are going to my junk
email box.
I have my settings at minimum or none. I have reset my email account. What
can be done.

If you start Outlook in safe mode (hold Ctrl when you start it) does the same
thing happen?
