Also Trust e-mail from my Contacts not working for junk email

I have enabled "Also Trust e-mail from my Contacts" under the Safe Sender
List in the Junk Email Options. I have some users that have created
subfolders under Contacts (i.e. Business, Vendors, Relatives, Friends
etc...). Emails are being sent to Junk Folder if the user email address is
defined in other subfolders (i.e. Business, Friends, Relatives, Vendors),
thier emails are being sent to the Junk Email folder. Only emails that are
defined in the Contacts are being sent to INBOX.

Can you please advise how to confgure or correct this problem in OL 2003 as
users doesn't want over 2000 contacts but still want to separate them by
Category.
