An easier way to log on?

After working offline in the Outlook 2000 program, what's the easiest way to
go online?
Right now I'm closing the whole program and then re-opening it to get the
logon dialogue.

I tried unchecking File-> Work Off Line, but nothing happened.

Let me explain more fully:

I share a single phone line with several other families in the building.
We have an agreement not to stay online more than 15 minutes or so at a time
during certain daylight hours.
So, I run Outlook, then go online and then download my mail. Then I
"disconnect" from the internet while keeping the Outlook program running and
read my mail and compose answers offline.
Okay, this is where it gets tricky.
I have all these email messages prepared to send.
I am running the Outlook program, but I'm not connected to the internet.

I want to log on, but checking or unchecking the "Work Offline" option does
nothing.

So, in order to log on, I now have to close the entire Outlook program and
then re-open it.
Okay..... Now I get the "Connect" dialogue box.

Is there any other way to bring up the "Connect" dialogue box that won't
require closing the whole Outlook program and then re-starting it?

Ah, it's more clear now indeed. I assumed a connection to an Exchange server
(laptop connect/disconnect) :)

wehn you've set Outlook back on-line again you should press the Send/Receive
button. When Outlook finds that it isn't connected it will prompt you to do
so.
