Yes. In Frontpage, as opposed to an anchor in Adobe
GoLive, it is called a Bookmark.

1. Highlight the text block which you want to anchor to.
2. Go up to the "Insert" drop-down menu and select
Bookmark (Control+G)
3. Name the text block or keep it the same in
the "Bookmark name" box.
4. Click "OK"
5. Your selected text block will have a dotted line
underneath it.
6. Next, highlight the text block that you want
to "anchor" to your bookmark.
7. Go up to the "Insert" drop-down menu again and
select "Hyperlink" (Control+K)
8. Click the "Bookmark" button at the top right.
9. Click on your desired text block in the bookmark box
10. Click "OK"

Then you can test it out in your web browser.

Also, you can designate a bookmark in a URL for a
hyperlink:

1. Click "Insert Hyperlink"
2. Type (or paste) URL
3. Click the "Bookmark" button and select the desired
bookmark text.

I designated the text block: "Pirate's Dinner Adventure"
as a bookmarked hyperlink in the following link:
http://www.floridaorlandotickets.net/dinner_shows.html#Pira
te's Dinner Adventure
