animated text" in HTML

I'm trying to format my document with "flashing background" font, but MS
messages says: This feature is disabled because it is not compatible with
Microsoft IE 4.0 and Netscape 4.0. I have the most recent versions of each
of those programs. The document is NOT password protected either.

Go to Tools | Options | General: Web Options | Browsers. You'll see that you
can select the target browser level and also tick off specific features you
want to allow or disable.
