Any way to prevent users changing the Security Zone setting inOutlook?

Hello,

Is there any way to prevent the end-user from changing the Security
Zone (Tools - Options - Security) in Outlook 2003 please? Can't find
it in the administrative templates. Is it perhaps just a registry
setting?
