Archiving in Outlook

I have a Windows 2K server domain with Exchange 2k. I'm
running Outlook clients from Office 98 through Office
2003. With an occasional exception of my 2003 client, I
can't successfully archive anything on any client.

I have no mailbox in excess of 200 MB. My Mailbox Store
is about 18 GB. My Public Store is only 2 GB.
Everything seems to be within Microsoft specs.

Why can't I archive?

Why can't you? In other words, do you get an error? Does it just never run?
Can you do a manual archive?
