Assign visitors a subweb after credit card payment?

One of my clients would like to add a feature to her web
site which would enable visitors to buy a subweb on her
site, and then upload pictures and text into a template.
This would require a secure login to be created at the
time of payment. I have several questions on this issue.

Would it be possible for the credit card authorization to
initialize access to the subweb immediately?

Are the secured login features in FP2002 adequate for
this feature or is there a recommended add-in?

Is it ethically sound to delay actual display of the page
until the appropriateness of the pictures and text can be
verified?

Any subweb must be create from the FP SE or FP opening the web
- not possible from the users browser

Have your client check their hosting license concerning resale of space on the host

I do not beleive cc would do that for you, and it is
rather expensive to have that service on a site..

I am sure in FP it is safe enough, but take a look at
PayPal.com, it is free...

It can be said in advance that the page will be available
after a period of 24 to 48 hrs for verification of the
content of the subweb, and the subweb could be directed
to a hiden page so it could be viewd if necessary by the
client,granted a password or make the upload on that
hiden page...?????
