Attaching a .msg file to an e-mail

I am attaching a .msg file to an e-mail. I want to send my e-mail (with the
..msg attachment) and have the recipient open the .msg file and send to
another contact. When the .msg file is opened the "send" button is grayed
out. I have to choose Action and then Forward to send the message. Why is the
Send button grayed out and can I change a setting so that it is functioning.
