attachment blcok - package file

We have just upgraded to Office 2003 and we are now having users report
that package files are being blocked by Outlook.

They insert photos into word as a function required in another
application and then need to send these photos by email. If they drag
and drop the embedded file into outlook (or in deed copy/paste it
retains its object type:package file type and is blocked.

This is new for Outlook 2003 as it was not blocked by outlook 2000. I
can't find much reference to this kind of thing.. any help would be
greatly appreciated

Why don't they just attach the Word document as a normal .doc file attachment?
