Attachment positioning

Hi,
I am trying to attach a JPEG to the top of an email but it is always displayed
at the bottom. Is is possible for the JPEG to be displayed at the top of the
email?

Only by inserting it into an HTML message. Attachments are really
"appendments" as they are always appended to the end of the message.
