Attachment problem using BCC

We have a user that scans pages and emails them, if she sends them to
individual recipients they can be opened fine, if the sends to multiple
recipients using BCC, the recipients cannot open the attachments. This
happens whether they are scanned as a TIF or a PDF. She said that it bagan
happening a few months ago, and that it used to work fine. Could have this
been caused by one of the Critical Updates on the Exchange server? We are
using Exchange 2000 on a Windows 2000 server. The client is using Outlook
2000.

what happens when an attempt is made to open them? Are they being received
in the correct format?
