Attachments increase in size?

Situation is a user is using Entourage 2004 (11.2.1) with OS 10.3.x - she is
trying to send a 4.6MB PDF file which is barely under our send limitation of
5MB - somehow it increases to 5.5MB in size during sending, so it violates the
file size limit and gets kicked back to her. Nothing else but the attachment
in the e-mail.

any suggestions?

Attachments are usually encoded when attached to e-mails. It is quite
possible the file size increases then.
You could try compacting the file before sending it (.zip for instance).
Some PDFs are really compact already, but there is always a chance the
attachment could then fall just under the limit.
