Attachments Outlook 2000

Question on Outlook 2000. Had to send my boss some digital pictures
regarding a job. He has OE at home, and our office has Outlook 2000.
Pictures came through his OE. I'm not familiar with Outlook 2000, but the
attachments didn't download. Does 2000 have a security feature like OE?
What should I tell him to look for to try to address this problem? Any
advice truly appreciated.
