Does Outlook 2003 autoarchive feature preserve the mail folders that I have
created? Is there a way to archive mail data onto CD/DVD disks?

Yes, it preserves the folder structure indeed. You can burn your archived
pst-file to a CD/DVD when Outlook is closed. If you want to access it again
you must first copy it to your harddrive and remove the Read Only file
attribute. Then you can connect to it again from within Outlook by using
File-> Open-> Outlook Data File...
