AutoArchive Set as Default for all new folders

I would like to find out how to set the AutoArchive as default for all new
folders. I know that you can set AutoArchive options and then apply to all
folders, but that means any exceptions that I have set up will be overruled
by the AutoArchive settings.

How can I just set up the AutoArchive so that any new folders I create have
the AutoArchive settings automatically switched on?
