Avoiding circular reference in a running total. (sort of)

I have a worksheet to keep up with daily mileage driven during a
14-day period. Col A is the date (1-31), B = starting mileage, C =
ending mileage, D = B-A, E = cell above + cell to left. Everthing
works fine unless the 14-day period crosses over to the next month.
This is used for mileage pay and payroll wants it on one sheet.
(usually done with a pencil). I need a permanent solution so it isn't
neccessary to change formulas in Col E every time 2 months are
involved. Also there may be days when no mileage is driven. Is this
too much to ask?
