Background is grayed out in the Format drop down

One user can't insert a watermark because the Background option is grayed out
in the Format drop down. Error appears: This feature is disabled because it
is not compatible with Microsoft Word 6.0/95. How do you enable this feature
in Word 2003? The full version of Office 2003 was installed with all
converters. This error happens even with new documents.

Tools | Options | Save: Clear the check box for "Disable features introduced
after."
