Basic of creating a Template

Hi,
can any one guide me regarding creating a template (the basic things). If
Visual clips demonstrating how to create a template would be sent it would
really help me a lot to know about the template.)

I am trying to find a Resolution of Recognition template - sorry this page
would not let me create a new question:(

I have been told that I can contact my local state rep, but I am not seeking
that much recognition. I need something like:
Whereas, Mr. XXX did blah, blah, blah
Whereas, Mr. XXX ...

Any thoughts or ideas?
