BCC recipients blocked when trying to send Complex HTML with inlinefiles

I created an HTML page and attempted to send it to multiple recipients via
BCC. I placed the recipients¹ email addresses into the BCC field and put
myself as the primary recipient. When I sent the email, I received it as
planned but none of the BCC recipients received the email. If I look in the
Sent file, it appears that the email was sent to those BCC recipients but
when I contacted a few of them to see if they got the email, they all said
they did not received it. Can you help?

Do you have this problem if you send a non-complex HTML message? Have
you checked with your ISP to see if they delivered the message?
