best way to manage a list on a webpage

I have a small project I'm working on for a hobby (non-work-related).
I play basketball in the mornings at two locations, and occasionally
the schedule changes, the gym is closed, etc. Right now there is a
b-ball e-mail list that someone fires off a message to informing all
of us that the gym is closed tomorrow, but open the next day, and who
can come? Then there are 15 responses (since everyone hits the good
ol' "reply to all" button) with their answer/comment. As you can
imagine, this can easily get out of hand, and your e-mail box fills up
with all sorts of comments. However, it is important to know who will
be there because no one wants to show up at 5:45 a.m. just to find out
that there aren't enough people to play.

So I thought a good way to handle it would be with a web site. The web
site would show the two locations, then you could click on one
location to see who is planning on being there that particular day.
(Monday - Saturday) Then also you could login with a name and
password, and update the list by typing in your name, hitting the
"add" button, or selecting a name in the list, and hitting the
"delete" button. Then each day people could see if there are enough
people to play. I'm not saying that people will constantly visit it
and update, but certain people, who play b-ball each day, will just
leave their name up there permanently. A few others will modify their
name more often.

Well, I haven't figured out a good way to do this in Frontpage, mostly
because I'm not a programmer, never read the book, etc. Does anyone
know if there is some shareware, free web "plugins", free coding site,
etc. that will have code to do the above? Would that be a snap to do
in straight html or java?
