Blank Documents Look "Clipped"

One month ago I upgraded from Office 2000 to Office 2003. Everything was
running smoothly up until about a week ago. All of a sudden, I noticed that
when I started Word 2003, the opening blank document would look "clipped" in
Print Layout view. By that I mean that it looked as though the top 25% of the
page had been clipped off and the resulting page looked shorter. I've found
that the only way to make it look normal is to select View > Header and
Footer and then immediately close the Header and Footer toolbar. When I do
that the page reverts to its normal layout.

Does anyone know why this is happening and how I can fix it?

In Word, click on Tools | Options | View | check the "White space
between pages" box | OK.
