Block Senders

My Outlook 2002 does not seem to have the ability to block specific senders. I know others that have a later version of Outlook and at the top of Outlook they have "Messages" between "Tools" and "Actions". Under Messages, there is a Block Sender option

My copy of Outlook does not have Messages. Can anyone tell me why?
