ISSUE: Build a Drop-down Menu Using JavaScript/Casscade

I attempted to apply this (see below) within FrontPage
2000; however, halfway finished with the example
instructions I'm unable to understand were the author is
going. Results - confusion and unable to apply.

The question is it me or is this not compatible with
FrontPage 2000?

Is there a compatible program source elsewhere, etc.?

It's all JavaScript and CSS, so the version of FP does not matter
