I thought you wanted to change the bullet point? If not the bullet itself,
do you mean the entire bulleted line? As in make one bulleted item red,
leave the rest black? Do you want the bullet itself to be red or black?
On your toolbar, beside the scale is an icon ¶. Click that to turn on
non-printing characters.

I am using Publisher 2007. I am having difficulty finding a way to
change a
bullet point from the default black colour to a different colour. I am
also
wondering if it is possilbe to creat yoru own bullet point in much the
same
way as you are able to with Word 2007. Importing text from Word 2007
into
publisher is clumsy and doesn't really solve my problem.
