Calendar dates not correct

When i set a calendar date. it is changed to a different date.

If I set a date for the 9th month, 10th day, the date is changed to
the 10th month, 1st day.
If I set a date for the 9th month, 11th day, the date is changed to
the 11th month, 1st day.
Entourage sees the day designation as the month designation
The days are always set to the 1st
The 13th day changes to 1/1/04 which is the 13th month after 1/1/03

Any ideas? I am frustrated

Check your date & Time control panel for time zone settings and the
international pane for the date format.

Thank you for your help. I did all that you suggested but to no
avail, my problem appears to be unique. HOW EVER! I did the Apple
10.2.8 system update and the problem disappeared. I must have had a
corruped file somewhere but I probably will never know what the
problem was for sure.
