Calendar Sync...

Operating System: Mac OS X 10.4 (Tiger)
Processor: Intel
Email Client: Exchange

I have a user that we've migrated to Exchange 2003. This users calendar is not syncing with the Exchange server, and calendar invites fail.

Any help would be appreciated.

Make sure the free/busy server setting is entered correctly for his
account in Entourage.

Wellllllll, no.
I don't know your sever. No idea what the correct address would be.
With OWA on http://www.myserver.com/exchange, it typically is
http://www.myserver.com/public but not always. In my own case, it's on a
different server altogether.
You need to ask the network administrator :-\
