My Entourage 2004 keeps switching between 24 hour time and AM/PM. How to I
make it just stick with one?

Keith, if I¹m right on this, Entourage uses the same time/date settings that
you have set up in OS X Preferences. Try opening Preferences and going in
to the Time/Date options and just re-entering the settings you want.
