can i change a template's background color?

I have downloaded a template and am not able to change background color
without erasing the design. Help please!?

Depends how the template was made but if the background is a picture then you
wont be able to change the colour in powerpoint except maybe by placing a
coloured semitransparent shape over the master. If you have access to
photoshop or similar you can save and change the background picture (right
click > save background)
