Can I load Outlook and/or Outlook Express as a service?

We're trying to set up automatic email notification from Veritas, Symantec
and SQL Server, and we don't have Exchange. Email notification works fine
if we leave Outlook (Express) open on the server... but we would just rather
not have it open that way. Can we load Outlook as a service so it will
always be active?
