Can I make a distribution list from another person's contact list

I have access to this person's contact list, but for some reason, the name of
this list won't appear in the window to the right where I am to "select" the
members I'm adding to the new distribution list. Help!

Try to phrase your question clearly enough that we don't have to be there
watching you to know what you mean. Your description has no meaning to us.
We have no idea what view or version of Outlook you are using, where this
data is stored, or even what you mean by "contact list."

You can't create a DL from a shared contacts folder, only from folders in
your Address book.
