Can I use FrontPage t create a 2-page html email Newsletter?

I need to create a two-page email newsletter that will have jpgs and banners
in it that will be emailed to clients through a shopping cart. I know how to
copy and paste the html, but would I be able to utilize FrontPage to create a
two-page effect? Thank you to anyone who can give me some ideas.
