Can line height be defined independent of the font in use?

I have to use Times New Roman, 14pt, double-spaced, but the line height
results in 20 lines per page. I'd like to lower the line height or other
attribute enough to fit 27 lines per page, but still reflect double-spaced
formatting.

G'Day Green Wapiti,

select all the document content (CTRL+A)
Format>Paragraph
Line spacing: CHANGE from Double to Exactly
At: TRY 28 down to 24 or so.
