Can not access project from Project Pro 2007

One of our Project Managers is unable to open his own project from Project
Pro 2007. Apparently he's being told that the project is checked-out and he
can't open it. I have checked in Project Server to notice that his project
was indeed checked-out so I force checked it in. I tried opening the project
myself with my own account and it worked fine. However he still can not open
it. I have made sure that the project is not checked-out. This has been
happening for the past couple of days only to him.

Any thoughts on this? Thanks.
