Can not see Inbox emails in Outlook

Before I had high speed internet service, I removed the
email download abilities in Outlook and the ability to
see anything in my inbox. I can view my emails in Outlook
Express, but I can not view my emails in Outlook. I have
forgotten how to re-instate that feature in Outlook.
Please help.

I have clicked on every item in the view category with no luck. I have performed the Office detect and repair from the install disk. I have sellected defaults at every option. Should I back-up and uninstall then re-install? I've been trying to repair this for 3 months.
