Can receive but can't send my emails. They are stuck in the Outbox

I am getting the message "error 17099 4.0.0. You have exceeded 400
recipients in the last 24 hours." Though I did a bulk mail to 18
recipients, I haven't sent out 400 emails in one day. I have 16 emails
which I wrote on 1.17.07 stuck in the outbox and can't send emails.
Getting emails is no problem.I went to accounts, my server is
smpt.mac.com and see the checked box is smpt server requires
authentication. What does that mean and where am I to check this? Is
that part of the problem? Any andvise would help. Thanks. Suefroo

This is an error passed on by entourage but originating with your ISP. You
need to contact them.

I'm getting the following error message. Is this also a problem with
my ISP, even though that is not referenced in the error?

Error message trying to verify my new .mac account.

Please wait, this may take a few minutes...
Verifying incoming (IMAP) mail account "swbeckett" on "mail.mac.com":
Verification Succeeded.
Verifying outgoing (SMTP) mail account "swbeckett" on "smtp.mac.com":
Connecting securely to smtp.mac.com
Verification Failed: "An operation on the server timed out. The server
may be down, overloaded, or there may be too much net traffic." (-3259
)
Some of your account settings are incorrect. Click the left arrow and
verify the items highlighted in red. To complete setup without
verifying your account settings, click the right arrow.

I'm getting the following error message. Is this also a problem with
my ISP, even though that is not referenced in the error?

Yes, very likely. I generally assume any error that references the
"server" is a problem with the ISP/Gmail etc, not Entourage, as the ISP
controls the server and Entourage just talks to it. Double-check the
instructions on setting up accounts in .mac, make sure you followed
every step. I assume .mac offers Entourage-specific instructions.

The info listed on the Error Page:

Error -3259
No description...exchange error

User, Jeremy Reichman reports that -3259 seems to be solved by actually
making Global Catalog servers available for LDAP lookups.

Try using your ISP SMTP settings and not dot Mac SMTP.
