Last time I checked you can edit the standard mouse pointer using
start > settings > control panel > mouse > pointers.
Then browse to the cursor file.
You'll need some software to make your own cursors... I find google is good
at finding things like that <g>

From memory you can edit the normal pointer and it will take effect in
powerpoint... but I think the "hyperlink" cursor stays the same.
