Cannot change paper size

I’ve made a program for Cub Scout ceremony, and for some reason it will only print in 11x17. It looks great but is too big.
It is 4 sheets 16 pages centerfolded.

I really need to be in 8-1/2x11

I’m stuck and have tried all I can find online.

What happens when you go to the 'design' tab, then change the 'size' option?

Basically, what I think you're doing is folding a piece of 8.5 x 11 paper in half and printing two pages to each side of paper. So for example, if you want the final programme to be 8.5 x 11 then you need to set each page size to 8.5 x 5.5. It sounds like you've set the size of each side to the size of each piece of paper (two sides to each page), so when it prints it'll need double the paper size that you want which is why it won't let you pick a smaller paper size when you get to the print menu.
