Cannot connect to server on startup but offline & send/receive okay

Hi

When I start Outlook it tries to connect to the server and fails saying that
Server not available "Retry", "Offline", "Cancel". I choose "Offline" and
then hit the "send receive" button upon which it connects to the server and
retrieves and sends all the emails without any problems.

Any help in fixing this issue will be appreciated. I am running outlook 2002
on Windows 2000 SP4
