cannot create a rule

i have 7 rules in OL2003, when i try to create another
rule i get this error message:
(one or more rules could not be uploaded to exchange
server and have been deactivated. this could be because
some of the parameters are not supported or there is
insufficient space to store all of your rules.)

the only restriction that i could find the limitation for
32KB size, but the 7 rules that i have are very simple and
not complicated.

i need an advice please, thanks.
