Cannot distribute COM Addin to other user in the same machine

I was using VB6 Add-in Designer to create the addin (http://support.microsoft.com/?kbid=238228#appliesto) , and use Inno Setup in install those .dll file to the machine. But I found that the addin is only available to the person who installed the addin. When other user login to the machine and open Word, they can't see the addin. I found that the addin registry is exist in the HKEY_CURRENT_USER only. How can I change it so that it is exist in HKEY_LOCAL_MACHINE, so that all other user login to the machine would be able to use that addin?

Please help!
