"Cannot remove message from folder"

1. For some reason I keep running into the following error
message when I am downloading e-mail messages from my
ISP's mail server on certain types of messages which are
sent to me...

(rule) "Cannot remove message from folder."

2. On one of my polled e-mail accounts, I get double
messages generated in the folder that a particular message
type has been assigned to. Should I reimport the messages
in a new PST file?
