cannot send an e-mail message with an attachment in another progr.

KB813614 states "When you try to use a MAPI-compliant program such as
Microsoft Word to send an e-mail message with an attachment, the message may
not be sent until after you start Outlook."

Does anyone know if there is a fix for this or how are people handling this?
DO you always remember to start Outlook?
