Cannot send BCC when sending on behalf of someone else (Delegate)

I have a user running mac OS X 10.4.3 and Entourage 11.2.1. She is
setup as a delegate to another user. She is able to send mail on his
behalf, but cannot BCC. If she does the same thing from an Outlook
client it works fine. Any ideas on why this is not working?
